ABOUT LAURA BELSKY

Steady Leadership. Strong Oversight. Proven Results. Serving Since 2019.

I have proudly served the residents of Kenosha County’s 4th District since 2019, bringing experience, professionalism, and a deep commitment to the community I have always called home. Appointed in 2019 and re-elected in 2020, 2022, and 2024, I have focused on doing my homework, asking tough questions, and approaching county government with accountability, transparency, and integrity.

I bring both professional leadership experience and several years of service on the County Board. Before serving in this role, I worked in technology leadership as a Vice President of IT Services overseeing multi-million-dollar operations and a national team. That experience, combined with my work on the board since 2019, helps me approach decisions thoughtfully and responsibly.

I currently serve in several key roles on the County Board:

Chair — Judiciary & Law Enforcement Committee
• Vice Chair — Public Works & Facilities Committee
• Member — Executive Committee
• Appointee — Kemper Center, Inc. Board of Directors
• Member — County Rebranding Committee

I'm a lifelong Kenoshan and 25-year District 4 resident and I am active in organizations that strengthen community life, including Kenosha Public Market and Kenosha Sister Cities.

My focus is steady, responsible governance that serves our entire community.

PROVEN RESULTS

My record reflects steady leadership during both routine governance and extraordinary challenges.

COVID-19 Relief Funding Oversight & Fiscal Accountability

I authored a resolution requiring County Board oversight and approval of nearly $33 million in federal COVID-19 relief funds, ensuring that all CARES Act and American Rescue Plan dollars were spent transparently, responsibly, and with full public accountability. My resolution created a formal process for reviewing and approving federal or state funds received outside the regular budget cycle — protecting taxpayers, strengthening fiscal oversight, and ensuring that critical resources were allocated where the community needed them most.

Kemper Center Revitalization & Economic Development Leadership

I led efforts to secure a major private investment in the historic Kemper Center by advocating for an early lease renewal — unlocking a $2 million private commitment to revitalize the campus into a vibrant cultural and event destination. This initiative is projected to generate significant economic benefit for Kenosha County through increased tourism, expanded programming, and sustainable long-term revenue, while preserving one of the community’s most important historic assets.

Fiscal Stewardship & Long-Term Financial Stability

I have voted for six county budgets between 2020 and 2026, helping guide Kenosha County through both routine fiscal cycles and extraordinary challenges. This consistent focus on responsible budgeting and long-term planning contributed to Kenosha County earning a AAA bond rating this past year — a distinction achieved by only one of seven counties in Wisconsin. This rating reflects strong financial management, stability, and disciplined oversight that benefits taxpayers by lowering borrowing costs and protecting county resources.

Protecting Taxpayers Through Responsible Budgeting

I have worked on high-quality county budgets that balanced fiscal discipline with the need to maintain essential services. These efforts helped reduce the Kenosha County portion of property taxes while keeping annual levy increases under 3 percent for the average homeowner. My approach has consistently prioritized affordability, sustainability, and careful evaluation of long-term impacts on residents.

Public Safety Leadership, Accountability & Oversight

As Chair of the Judiciary & Law Enforcement Committee, I have prioritized accountability, transparency, and data-driven oversight across Kenosha County’s public safety system. I supported law enforcement improvement and accountability policies that strengthen public trust while ensuring officers have the tools needed to serve effectively. This included funding body and squad cameras in the 2021 budget and voting to modernize Sheriff’s Office technology in the 2026 budget.

In addition, I implemented quarterly reporting requirements from the District Attorney’s Office, Clerk of Courts, Sheriff’s Office, and Juvenile Intake. These reports provide regular insight into caseloads, staffing, trends, and operational challenges, improving transparency, strengthening oversight, and enabling more informed decision-making by the County Board.

Workforce Development & Access to Community Services

I supported the relocation of the Jobs Center to the newly constructed Kenosha Human Development Services building on 52nd Avenue. This move improved accessibility for residents, consolidated key services, and created a more efficient and modern facility designed to better serve individuals seeking employment and support services.

Leadership on Countywide Initiatives

I have contributed to countywide modernization and community-focused initiatives, including the county rebranding effort, website upgrade and my work as an appointee to the Kemper Center, Inc. Board. My leadership emphasizes collaboration, stability, and long-term planning. I am running for re-election to continue delivering results with honesty, transparency, and a steady hand — because District 4 deserves a representative who puts residents first.
